Director of MEOC/METS and Principal Investigator
The Director of MEOC/METS and Principal Investigator leads and manages two federally funded TRIO programs (Maine Educational Opportunity Center (MEOC) and Maine Educational Talent Search (METS) supporting youth and adults in accessing postsecondary education. Responsible for writing competitive grant proposals for renewal every five years, developing and monitoring program budgets, and ensuring full compliance with all applicable federal regulations. Provides strategic leadership to 15 program staff, oversees the planning, coordination, and delivery of all services to 3,000 participants, and manages a $7,157,205 budget ($1,430,441 annually). Typical hiring range for this position is $70,000 to $78,000 commensurate with qualifications and experience.
ESSENTIAL FUNCTIONS:
- Supervise all project staff, to include hiring, performing annual evaluations, managing disciplinary actions, responding to grievance, assigning and monitoring of work, and approval of time off;
- Compliance with CFR 200 Uniform Administrative Requirements, Code of Federal Regulations (CFR) 34 Part 644, CFR 34 Part 643, 20 U.S. Code 1070a-16, and University of Maine policies;
- Manage all project activities;
- Prepare reports for federal, state and local audiences including: The US Department of Education (ED), University of Maine System (UMS), Office of Research and Administration (ORA), and annual performance reports;
- Manage all fiscal activities of projects including: Submitting budget through Proposal Approval Routing System (PARS), Budget Revisions, Cost Transfers, Award Management, Award Closeout; Record, retention, reconcile, resolve, review, and maintain project budgets;
- Train and orient all new program staff and coordinate in-service training;
- Coordinate within the University of Maine Budget and Business Services, Development Office, College of Education and Human Development, the Office of Research & Sponsored Programs, Purchasing, and the President's Office.
- Network with 50 target schools and agency personnel;
- Write grants for funding every five years for both TRIO programs and secure outside funding sources to support projects activities;
- Work effectively and cooperatively with other members of the UMaine administration, the campus community, and other external clients and customers. Develop and maintain professional relationships that reflect courtesy, civility, and mutual respect.
- Commit to organizational improvement by identifying opportunities to improve, and recommending possible alternatives for a situation;
- Utilize coaching and mentoring methods which provide an environment that is anticipatory, supportive, and provides constructive feedback on performance;
- Works collaboratively with Human Resources to accomplish staff results by communicating job expectations; planning, monitoring, and appraising job results; coaching, counseling, and disciplining employees; developing, coordinating, and enforcing systems, policies, procedures, and productivity standards.

Required Qualifications:
- Master's degree in administration, counseling, education, human services, or a closely related field.
- Substantial experience in managing and administering federal grant programs, including program design, fiscal oversight, and service delivery to low-income and first-generation students.
- Strong organizational, interpersonal, and communication skills;
- A deep understanding of the needs of disadvantaged populations;
- Familiarity with issues related to poverty and access to postsecondary education.
- Proficiency in spreadsheet tools and advanced budget management
Preferred:
- Counseling experience
- Prior involvement with TRIO programs.
