BRIEF SUMMARY: MRS is proposing to repeal and replace Rule 202 ("Tree Growth Tax Law Valuations"). The following changes are being made to the proposed Rule. The rule is being replaced to provide updated valuation rates for each forest type by region. 36 M.R.S. § 576 requires that the State Tax Assessor annually establish the value per acre for each forest type, by economic region, for parcels classified under the Tree Growth Tax Law.

This is necessary to remain in compliance with US Coast Guard law and rule standards for watercraft and will also provide boaters with more options, keeping up to date with new technology that is considered less dangerous and more reliable. BRIEF SUMMARY: The Board of Licensure in Medicine, State Board of Nursing and the Board of Osteopathic Licensure propose this new rule to clarify that the scope of practice and the standards of practice for individuals providing health care services in intravenous (IV) therapy businesses, medical spas, and medical aesthetic businesses remain the same as the scopes of practice and standards of practice required for those health care services provided in other health care settings. The proposed rule defines terms and sets forth scope and standard of practice guidelines for any individual or licensee providing health care services to individuals at any of these businesses or spas, including provisions regarding scope of practice and standards for compounding medications, which standards apply to mixing IV solutions.

It also adds a new data element labeled "Payment Source" to identify those inpatient and outpatient hospital encounters that are considered "self-pay" and those encounters that fall under the hospital's "charity care" policy. This change will enhance the level of granularity and standardize the way these types of encounters are identified as well as supplement the hospital financial data reported through Chapter 300, Uniform Reporting System for Hospital Financial Data.

Season frameworks and harvest limits are similar to the previous hunting season. Of note are the two proposed modifications to the South Zone/North Zone waterfowl hunting boundary line to 1) Improve season timing when waterfowl are more available to hunt (e.g., before ice conditions, migration patterns, etc.).and 2) To address some road name reference changes following the I-395 bypass addition in Brewer. Ch. 301: Supplemental Nutrition Assistance Program (SNAP) Program Rules to ensure compliance with P.L. 119-21 § 10108 signed into law and effective on July 4, 2025. The proposed rule would update Section 111-2, eliminating eligibility for Federal SNAP for some noncitizen groups and aligning state-funded SNAP with these changes. In addition, the proposed rule revises the treatment of income and deductions for noncitizens who are ineligible for federal SNAP, reducing the amount of income and deductions that are counted in eligibility determinations.
